In 1999, the Securities and Exchange Commission (SEC) began letting individual investors—who previously could trade only during the traditional 9:30–4:00 trading day—place and execute trades during the pre-market and after-hours sessions through electronic communication networks (ECNs). But this growing class of investors had few tools and services to educate and assist them in extended-hours trading.Brooks observed that although corporations announced significant market-moving news after the close of the regular trading day, none of the news services provided coverage of after-hours and pre-market trading. With the goal of filling the information gap for the millions of investors beginning to engage in extended-hours trading, Brooks started MidnightTrader.
After 1999, numerous regulatory changes by the SEC made extended-hours trading available to a huge pool of investors, and as a result, trading volume in the extended-hours sessions soared to where it is today.
